There are many cheap hosting site. recently my friend bought a hosting from lunarpages and it cost him 80$ for about 2 years.If you would like then you can give it a try.

If it is a free domain host, try freewebsites.com..You need to register first to avail the service plus they also give a free design tutorial with their partner site Yola.com if you have little experienced about designing..

I think
you don't have to prefer that kind off host where you cant get better uploading speed because sometimes it happens you were uploading but due slow uploading and some domain default you faced lots off problem

I use Hostgator. I used them in the past on a reseller plan and never had any issues other than the live support not seeming that well informed.
They offer good plans at good prices so you can't really go wrong if your just starting out.
