Actually, I really don't think you should submit to SEs. Let them find your site naturally.

well IHMO search engine will not going to put the "SUBMIT YOUR SITE" feature if it doesn't help.. you are free to submit and while doing that you can help SEs to crawl and index your site faster..

i agree with KrazyG, let the search engine find your site. Offpage your site. Do the link building methods such as article submission, web directory, forums etc.

You don't need to submit your site to SEs. Robots will crawl it eventually. But you can ping your site. Use pingomatic for that.
